🇳🇬 Why Nigeria’s Security Strategy Must Now Account for the Information Battlefield

 


Nigeria’s national-security architecture is being pushed beyond the traditional protection of territory as emerging technologies and information manipulation increasingly become part of the contest over national sovereignty, forcing the country to rethink both the capabilities it deploys and the resilience of the society those capabilities are intended to protect.

The shift was defined at the 2nd Policy Colloquium 2026 in Abuja, where the Minister of Defence, General Christopher Gwabin Musa (rtd.), placed technological adaptation, interoperability and institutional preparedness at the centre of Nigeria’s response to a changing threat environment,while the Minister of Information and National Orientation, Mohammed Idris, represented by the Director-General of the National Orientation Agency, Lanre Issa Onilu, extended that security question into the information and cognitive space.

The significance of the two interventions is in the connection between them. A state may strengthen its ability to detect and respond to threats across physical and technological domains, but that security architecture is increasingly exposed to another battlefield where the target is not territory or military equipment but public perception, institutional credibility and the ability of citizens to distinguish fact from engineered falsehood.


The Defence Architecture Is Being Forced to Anticipate


The Minister said contemporary threats were becoming more complex and required Nigeria to continually reassess its capabilities, strengthen preparedness and remain ahead of developments capable of affecting national interests. The requirement, therefore, is not simply to maintain existing military strength but to develop a defence system capable of adapting as the threat environment changes.

That requirement cuts across the country's traditional operational domains. Musa identified the strategic frontier as encompassing land, maritime, air and cyber spaces, making intelligence coordination, joint operations and interoperability between the Armed Forces and relevant national institutions increasingly important.

The emphasis on interoperability is particularly significant because the fragmentation of capabilities can become a vulnerability when threats move across domains. Intelligence generated in one part of the security system has greater value when it can inform another; surveillance capability becomes more consequential when it can feed timely decision-making; and technological investment has limited strategic value if institutions lack the doctrine and personnel to integrate it into operations.

General Musa consequently linked modernisation to more than equipment. Artificial intelligence, unmanned systems, surveillance and reconnaissance capabilities and cyber technologies are changing contemporary military operations, but Nigeria must also develop the human, doctrinal and institutional capacity required to use those capabilities effectively.

The Minister further tied technological adaptation to the country's defence industrial base, underscoring the importance of building capacity that can support national defence requirements rather than treating technological acquisition as an end in itself.

The broader policy direction is clear: Nigeria's defence architecture has to become more integrated, adaptive and forward-looking, particularly as the boundaries between conventional and emerging security threats become less distinct.


The Information Environment Is Becoming Part of the Security Architecture

The Minister of Information and National Orientation, Mohammed Idris, represented by the Director-General of the National Orientation Agency, Lanre Issa Onilu, argued that the meaning of national security must now include protection of Nigeria's information and cognitive space, where the speed and sophistication of digital manipulation can affect public confidence in ways that conventional security measures cannot address alone.

Artificial intelligence has changed the scale of that challenge. Convincing fake images, videos and voices can now be generated and circulated rapidly, while coordinated information campaigns can manipulate perceptions, deepen social divisions and undermine confidence in democratic institutions.

The danger, as presented by the Information and National Orientation portfolio, goes beyond whether citizens encounter individual pieces of false information. A sustained environment of synthetic content and deliberate deception can eventually produce something more damaging: a collapse of confidence in the possibility of knowing what is true. That makes cognitive resilience a national-security concern.

Onilu described cognitive security in terms of society's ability to withstand manipulation, propaganda and engineered falsehoods while enabling citizens to make decisions based on credible information. The implication is that resilience cannot be created solely through defensive technology. It also depends on the credibility and responsiveness of the institutions communicating with the public.

This is where strategic communication becomes part of the architecture rather than an activity that follows security operations.

Government institutions that fail to provide timely, credible information leave an information vacuum that can be occupied by hostile narratives. The response, Onilu stressed, must therefore begin with facts and institutional credibility rather than competing propaganda.

“The most effective response to disinformation is not propaganda. It is truth, transparency, and credibility.”

That proposition carries a deeper institutional consequence. The state has to confront deliberate deception without allowing the security imperative to become a justification for indiscriminate control of information or legitimate expression.


Technology Has Created a Security Requirement Beyond Acquisition

The relationship between Musa's defence-modernisation argument and Idris's information-security position ultimately exposes a broader policy challenge.

Nigeria is entering a security environment in which technology is simultaneously a capability, a vulnerability and a domain of competition.

Artificial intelligence can strengthen defence decision-making while also enabling synthetic information. Cyber infrastructure can support national development while becoming a target. Digital communications can improve institutional coordination while creating channels for manipulation. The same technological environment can therefore strengthen the state and expose weaknesses in its institutions.

That makes technological sovereignty inseparable from institutional resilience.

Nigeria needs personnel capable of operating emerging systems, institutions capable of understanding the threats those systems create, and policy frameworks capable of governing their use. It also needs a communication architecture sufficiently credible to prevent hostile actors from turning uncertainty into public distrust.

The two interventions consequently point beyond the familiar question of whether Nigeria possesses adequate security hardware. The harder question is whether the country can integrate military capability, technological capacity and societal resilience into one coherent national-security response.

Musa's focus on preparedness and interoperability addresses the operational side of that challenge. Idris's information portfolio adds the societal dimension, where national resilience depends on citizens retaining confidence in credible institutions and verified information.


National Security Now Includes the Confidence of the Citizen

This expansion does not make information security a substitute for conventional defence. It makes it a necessary complement.

Nigeria still has to protect its territorial integrity and vital national interests across its physical domains. But the security of those domains increasingly depends on systems beyond the battlefield, including digital infrastructure, information networks, institutional credibility and the capacity of citizens to resist manipulation.

That is why the policy conversation at the colloquium matters beyond technological modernisation. A defence architecture designed for physical threats alone can leave vulnerabilities in the spaces through which contemporary threats increasingly travel.

The strategic requirement is therefore not to blur the responsibilities of defence and information institutions, but to recognise where their security interests intersect.

The Defence portfolio must continue building the capabilities, interoperability and preparedness required to protect Nigeria's sovereign interests. The Information and National Orientation portfolio must strengthen the information environment in which citizens understand security threats, government action and democratic institutions.

Between those responsibilities lies a new conception of national resilience: the capacity of the Nigerian state to defend its territory and technological infrastructure while also protecting the credibility of the information environment on which public confidence and democratic decision-making depend.

The sovereign frontier is consequently becoming harder to define because it is no longer located only at the edge of Nigerian territory. Increasingly, it also runs through the systems that connect the state to its citizens and through the information environment in which Nigerians decide what to believe about the security and future of their country.
