The development was highlighted on Tuesday, 28 April 2026, at the Nigerian Army Conference Centre and Suites, Asokoro, Abuja, where the Army Headquarters Department of Standards and Evaluation convened a sensitisation seminar bringing together key stakeholders to drive implementation of structured performance assessment systems.
The position was conveyed by the Military Secretary (Army), Major General Everest Okoro, who represented the Chief of Army Staff, noting that the engagement marks the department’s first major institutional outing and reflects the Army’s deliberate commitment to strengthening internal systems for improved operational outcomes.
He explained that the Department of Standards and Evaluation functions as the Army’s quality assurance mechanism, responsible for enforcing compliance with established benchmarks, conducting periodic combat-readiness assessments and evaluating operational activities to identify strengths, address systemic gaps and drive continuous improvement.
In his remarks, the Chief of Army Standards and Evaluation, Major General Bobby Ugiagbe, stated that the seminar is designed to institutionalise the systematic application of standards across the Nigerian Army, reinforcing discipline, professionalism and operational effectiveness through consistent and measurable performance frameworks.
The initiative, he noted, is expected to entrench a culture of accountability and precision, ensuring that units and formations align with global best practices while enhancing the Army’s overall capacity to respond to evolving security challenges.
The seminar underscores the Nigerian Army’s broader strategic push to refine internal processes, strengthen compliance systems and elevate performance metrics as part of ongoing efforts to sustain operational excellence in a complex security environment.
