Nigeria's ability to respond effectively to increasingly complex security threats depends partly on how successfully strategic knowledge is converted into defence policy and national development outcomes, with calls for stronger institutional links between think tanks, researchers and policymakers.

The issue was highlighted at the Nigerian Army Resource Centre (NARC), Abuja, where participants of the Leadership and Strategic Studies Course 4/25 examined the role of strategic research in strengthening Nigeria's defence decision-making and building long-term strategic advantage.
In a presentation delivered by Mrs Esther Terwase Ikomi, at NARC on 18 August 2026, gaps between research and policymaking, alongside weak institutional coordination, remain significant constraints on the effectiveness of Nigeria's defence policy process.
Ikomi's paper, titled “The Role of Strategic Think Tanks in Strengthening Defence Policy and National Development: Building Strategic Advantage for Nigeria in an Era of Complex Security Threats,” examined how strategic think tanks and the wider intelligentsia could become more systematically integrated into national defence policymaking.
She proposed the institutionalisation of a Formalised National Security Research-Policy Liaison Framework as the most feasible mechanism for connecting strategic research with government decision-making. The proposal was complemented by recommendations for regional Strategic Intelligence-Policy Hubs and a National Security Foresight Hub.
The presentation also introduced a Defence Knowledge-to-Policy Model aimed at translating research and strategic knowledge into evidence-based policy decisions while strengthening Nigeria's ability to anticipate and respond to emerging security challenges.
The session was attended by the Director-General of NARC, Major General JGK Myam (Rtd), CFR, faculty members, invited guests and participants comprising one Brigadier General, 32 Colonels and 11 Lieutenant Colonels.
