That
was the central imperative as the Nigerian Army Resource Centre in Abuja
formally concluded its five-day Critical Thinking and Adaptive Leadership
Course 2026. The executive capacity building program graduated a cohort of mid
to senior level administrators from defense, security, and civilian
establishments, charging them to translate analytical frameworks into
measurable institutional progress.
Institutional Capacity as a Baseline for National Security
Addressing
participants at the graduation ceremony on Friday, 23 October 2026, the
Director General, Major General James Myam (retired), emphasized that
continuous human capital development remains fundamental to effective national
defense and good governance.
Represented
by the Executive Director Consult at the Nigerian Army Resource Centre, Major
General Arnold Okoro, the DG NARC noted that the intensive five day curriculum,
which commenced on 19 October 2026, was structured to challenge conventional
thinking and equip decision makers with tools to navigate volatile
environments.
He
commended the nominating organizations for investing in their human capital and
urged the graduating cohort to act as ambassadors of institutional discipline,
applying their training in character and professional conduct to better their
primary establishments.
Adapting
Public Governance to a Digital Era
Speaking
in a post interview, Major General Okoro explained that traditional
administrative models must evolve to keep pace with rapid technological and
global shifts. He observed that as public institutions adapt to an increasingly
digital environment, administrators encounter non traditional problems that
demand flexible, out of the box analytical solutions rather than rigid
bureaucratic routines.
Critical
thinking, he stressed, enables officers and public sector leaders to evaluate
internal operational friction and external security challenges objectively,
diagnose root causes, and execute evidence based decisions. The primary goal of
the center's leadership programming is to shift public administration away from
passive routine toward proactive, outcome driven governance.
Human
Security and Ethical Leadership in Practice
Delivering
remarks on behalf of the graduating participants, Mrs. Salamatu Yahaya, presented
a comprehensive synthesis of the thirteen core modules delivered during the
course. These included goal setting, performance management, workplace conflict
resolution, change management, executive presence, and integrated strategic
communication.
Mrs.
Yahaya, wife to former Chief of Army Staff Lieutenant General Faruk Yahaya
retired, emphasized that national development and effective leadership are
intrinsically linked, noting that authority is defined not merely by position,
but by the capacity to exert positive influence, demonstrate social awareness,
and drive ethical transformations. She highlighted emotional effectiveness and
relationship management as vital tools for leading teams through institutional
transitions, resolving workplace disputes, and maintaining public trust.
Strategic
Synergy Across Civil and Military Spheres
The
closing ceremony brought together military research fellows, course
facilitators, academic scholars, and representatives from participating
agencies. The broad cross section of participating institutions underscores a
growing consensus that defense sector research institutes play a pivotal role
in strengthening wider public administration.
By
bringing civilian and military managers together in an intensive learning
environment, the program fosters cross agency alignment, establishes a shared
strategic vocabulary, and builds collaborative networks essential for joint
problem solving during crises.
Sustaining
Institutional Impact Beyond the Classroom
The
graduation marks the transition from academic preparation to operational
execution. Participants are expected to implement step down initiatives within
their primary organizations, integrating adaptive leadership practices into
daily administrative workflows.
To ensure long term effectiveness, the center maintains oversight mechanisms to track how alumni translate these analytical models into institutional improvements. As public sector bodies face mounting demands for transparency, efficiency, and responsive governance, the continuous development of adaptively trained leaders serves as a critical engine for state capacity building.
