Nigeria Pushes Trust-Based Global Alliance to Counter Evolving Terror Threats

 


Nigeria has called for a reset in global counterterrorism cooperation, urging a shift toward trust-based intelligence sharing and collective security frameworks as terrorist threats grow more complex and transnational.

The Minister of Defence, retired General Christopher Musa, made the call while representing the Federal Republic of Nigeria at a high-level panel session on “Countering Terrorism: International Cooperation Reclaimed” at the Antalya Diplomacy Forum in Türkiye.


Addressing global leaders, policymakers, and security experts, General Musa warned that terrorism is increasingly driven by decentralised networks, emerging technologies, and illicit financing, with growing convergence between terrorism, organised crime, and banditry across fragile regions such as the Sahel.


No country, regardless of strength or capacity, can confront terrorism alone. Collective security must guide our response,” the Minister of Defence, General Christopher Musa said, stressing that mistrust in intelligence-sharing frameworks remains a major barrier to effective cooperation.


Strategic Signal: Trust Deficit as Operational Weakness


Nigeria’s intervention reframes global counterterrorism as a trust problem as much as a capability challenge.


While nations have invested in military capacity and intelligence systems, reluctance to share actionable intelligence due to concerns over misuse continues to limit coordinated responses.


General Musa emphasised that transparent, reciprocal, and accountable intelligence-sharing frameworks are critical, particularly as terrorist groups exploit encrypted communications, digital platforms, and hybrid criminal networks.


Operational Positioning and Regional Leadership



The Minister of Defence highlighted Nigeria’s measurable progress through sustained military operations, improved intelligence architecture, and strengthened regional collaboration.


Nigeria continues to play a leading role in regional security platforms, including the Multinational Joint Task Force, the Regional Intelligence Fusion Unit, and the Committee of Intelligence and Security Services of Africa.


These platforms, he noted, demonstrate the importance of coordinated multinational responses to cross-border threats.


Doctrine: Integrated Counterterrorism Approach


Nigeria’s counterterrorism strategy, as outlined by General Musa, combines decisive military operations with governance, development, and community engagement to address root causes and sustain long-term stability.


This reflects a shift from purely kinetic responses to a comprehensive model that integrates security, development, and reintegration efforts.
