The Nigerian Army has taken another step in aligning personnel welfare with operational effectiveness, commissioning a new phase of residential accommodation at Muhammadu Buhari Cantonment, Giri, as part of a broader effort to strengthen military readiness through sustained infrastructure development.

The new facilities were commissioned on Tuesday by the Chief of Army Staff, Lieutenant General Waidi Shaibu, at the mohammadu Buhari Cantonment, Giri. He presented the projects as practical evidence of the Army's "Soldier First Culture" command philosophy, arguing that a well-accommodated soldier is better positioned to remain disciplined, motivated and fully committed to operational responsibilities. His remarks framed welfare not as a standalone benefit but as an essential component of military capability and institutional transformation.

The projects commissioned at the cantonment comprise official residences for the Nigerian Army Aviation Coordinator and Deputy Coordinators, five blocks of six-flat Single Officers' Quarters, accommodation for senior non-commissioned officers, residences for corporals and below, and other supporting facilities designed to improve living conditions for personnel and their families.

Lieutenant General Shaibu observed that the continued expansion of the Nigerian Army in response to evolving security threats has significantly increased demand for accommodation across formations and cantonments. Addressing that deficit, he explained, remains central to building a professional force capable of sustaining operations while maintaining high morale among troops deployed across multiple theatres.

He noted that decent accommodation extends beyond providing shelter. Stable family living conditions, he said, enable personnel to focus on operational tasks with greater confidence, knowing that their dependants are living in secure and dignified environments.

Infrastructure increasingly supports operational capability

The commissioning also reflects a broader understanding within the Nigerian Army that infrastructure development contributes directly to operational effectiveness.

According to the Chief of Army Staff, investment in accommodation forms part of a wider transformation agenda that includes training, logistics, equipment, administrative efficiency and personnel welfare. Together, these elements create the enabling environment required for soldiers to perform effectively under increasingly complex security conditions.

He assured personnel that additional accommodation projects would continue across barracks and cantonments nationwide through prudent resource management, effective planning and strict supervision, while encouraging beneficiaries to protect and properly maintain the newly completed facilities as valuable national assets.

Procurement expands beyond equipment into force sustainment

Providing an overview of the projects, the Director of Procurement, Major General Sadisu Yakasai, explained that the Directorate's responsibilities extend far beyond acquiring military hardware, encompassing infrastructure, works and services that directly support the welfare and operational needs of the Nigerian Army.

He disclosed that since Lieutenant General Shaibu assumed office, the Directorate has completed more than 40 contracts under hard procurement, delivered 29 soft procurement projects and completed approximately 100 newly constructed or renovated residential and office facilities across Nigerian Army formations, units and establishments.

According to Major General Yakasai, those projects have collectively created additional accommodation for more than 1,000 corporals and below, dozens of senior non-commissioned officers and more than 45 officers, representing one of the Army's most significant recent investments in personnel welfare infrastructure.

He added that modern accommodation should be viewed not merely as a welfare initiative but as a strategic force multiplier capable of improving morale, strengthening operational sustainability and supporting the long-term effectiveness of the service.

Giri project reflects a wider nationwide accommodation strategy

Welcoming the Chief of Army Staff and invited guests to the commissioning ceremony, the Commander, Army Headquarters Garrison, Major General John Lar, described the projects as another milestone in the Nigerian Army's deliberate effort to improve living conditions for officers, soldiers and their families.

He noted that the facilities represent the practical implementation of the Chief of Army Staff's command philosophy, particularly its emphasis on placing the welfare of personnel at the centre of institutional development. According to him, quality accommodation strengthens morale, reinforces professionalism and provides a stable environment that allows soldiers to concentrate fully on their operational responsibilities.

Major General Lar also acknowledged the role of the Directorate of Procurement, consultants, contractors and other stakeholders whose supervision and adherence to approved standards ensured the projects were completed within schedule. He assured that the Army Headquarters Garrison would maintain the facilities to preserve their value and ensure they continue serving future generations of personnel.

Modern accommodation supports a modern Army

Beyond expanding housing capacity, the newly commissioned facilities illustrate how the Nigerian Army is gradually modernising its infrastructure to match the changing requirements of today's force.

The residential designs differ from many of the traditional barracks layouts, incorporating improved planning and greater comfort for personnel across different ranks. The projects include accommodation tailored for corporals and below with varying family sizes, residences for senior non-commissioned officers, self-contained flats for single officers and official residences for the Nigerian Army Aviation leadership.

The development also includes an Army Headquarters Provost Group Office Complex designed to improve administrative efficiency alongside residential welfare, reinforcing the Army's wider objective of combining operational capability with institutional support systems.

Building readiness through welfare

The commissioning at Muhammadu Buhari Cantonment demonstrates that the Nigerian Army increasingly views infrastructure as an operational enabler rather than simply a construction programme.

As security demands continue to evolve, investments in accommodation, procurement, logistics and administrative infrastructure are being positioned alongside training and equipment as complementary elements of force development. The approach reflects an understanding that sustaining military effectiveness depends not only on weapons and platforms but also on creating an environment where personnel and their families can live with dignity, stability and confidence.

Through the continued expansion of welfare infrastructure under the Soldier First Culture, the Nigerian Army is seeking to strengthen morale, improve operational readiness and build a more resilient institution capable of meeting Nigeria's present and future security challenges.
