🇳🇬 Nigerian Army Strengthens Humanitarian Doctrine Through Deeper Partnership With ICRC

That reality is shaping a deeper strategic partnership between the Nigerian Army and the International Committee of the Red Cross (ICRC) as both organisations strengthen cooperation on humanitarian protection within conflict environments.

The renewed commitment emerged during a meeting at the Army Headquarters in Abuja, where the Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, hosted the Head of Delegation of the International Committee of the Red Cross (ICRC) in Nigeria, Miss Doris El Doueihy. The engagement reaffirmed the shared objective of integrating humanitarian principles into military operations while enhancing operational professionalism and protecting vulnerable civilian populations.

Lieutenant General Shaibu described respect for human rights, strong civil-military relations and strict compliance with International Humanitarian Law (IHL) as integral components of the Nigerian Army's operational doctrine. He noted that protecting civilians and observing internationally recognised humanitarian principles not only fulfil legal and ethical obligations but also enhance mission effectiveness by strengthening public trust and improving operational legitimacy.

The COAS observed that the Nigerian Army has institutionalised International Humanitarian Law, human rights principles and established rules of engagement across its training system, ensuring that officers and soldiers receive continuous instruction on globally accepted operational standards. According to him, these efforts form part of a broader institutional transformation aimed at building a professional force capable of responding effectively to contemporary security challenges while maintaining the highest standards of accountability.

Beyond training, Lieutenant General Shaibu reaffirmed the Army's commitment to implementing the Civilian Harm Mitigation and Response Plan, improving detention management practices, facilitating humanitarian access and adopting international best practices that balance operational necessity with the protection of civilian lives. The initiatives reflect an evolving military doctrine that recognises humanitarian protection as a strategic enabler of long-term security rather than an obligation separate from operational objectives.

Responding on behalf of the International Committee of the Red Cross, Miss Doris El Doueihy commended the Nigerian Army for its professionalism, transparency and sustained cooperation with humanitarian partners. She noted that the collaboration has significantly enhanced the safe delivery of humanitarian assistance to conflict-affected communities while supporting the protection of vulnerable populations. She also acknowledged the Army's progress in detention management and its continued commitment to internationally accepted humanitarian standards.

As contemporary conflicts become increasingly complex, requiring military forces to balance combat operations with civilian protection, the partnership between the Nigerian Army and the ICRC reflects a broader evolution in defence strategy where operational success, humanitarian responsibility and public confidence are treated as complementary pillars of national security.
