The President’s intervention came as Japanese Prime Minister Shigeru Ishiba pledged a $5.5 billion support package for Africa, underscoring Japan’s push for private-sector-led partnerships over traditional aid.
Speaking at
the plenary session on Peace and Stability, President Tinubu lauded the
momentum within Nigeria’s military as a springboard for national stability, but
stressed that true justice to the troops’ sacrifices lies in addressing the
root causes of insecurity.
According to
a statement by the Special Adviser to the President on Information &
Strategy, Bayo Onanuga, the President reaffirmed inclusivity, diversity, and
the rule of law as Nigeria’s greatest strengths.
He noted
that while Nigeria’s armed forces “can win any number of battles,” government
must also be “courageous in tackling not just terror, but the causes of
terror.”
Tinubu
highlighted investments in infrastructure, reforms, and partnerships with civil
society and international stakeholders to uplift living standards. He also
pointed to Congo’s recent peace pacts as proof that linking mediation with
economic investment delivers results.

Minister Ishiba, in his opening remarks, called for locally rooted solutions
and stressed that Africa’s youthful population is its greatest asset. He
announced Japan’s new collaborative framework with the African Development
Bank, channeling JICA’s private-sector investment finance to unlock $5.5
billion across Africa.
President
Tinubu further pressed for United Nations Security Council reforms, reiterating
Africa’s demand for two permanent seats with veto power, as enshrined in the
Ezulwini Consensus and Sirte Declaration.
He also
urged that technology be harnessed as a tool for trust and peace, not division.
