The deployment, approved by President Bola Ahmed Tinubu in his capacity as Commander-in-Chief of the Armed Forces, was conducted under Operation ATILEHIN ALAFIYA II in April 2026 as part of Nigeria’s broader regional peace and security commitments within the ECOWAS sub-region.

Military authorities disclosed that the troops were strategically positioned before, during and after the electioneering period to provide stabilising support and deter threats capable of undermining public order or democratic continuity.

Although not directly involved in electoral administration, operational activities by the Nigerian Army contingent focused on maintaining security presence, conducting patrol operations and sustaining situational awareness across designated areas within Cotonou and surrounding locations.

Layered Security Around Presidential Inauguration

The operation later expanded into full security support arrangements during the presidential inauguration ceremony of President Romuald Wadagni.

Within the Army’s operational deployment structure, personnel were positioned at strategic locations including the main inauguration venue and other designated areas where layered security architecture was activated to ensure a peaceful and uninterrupted event.

Operational coordination included static deployments, mobile patrols and area domination exercises aimed at strengthening security visibility, deterring criminal elements and enhancing rapid response capability throughout the duration of the ceremony.

Military authorities further confirmed that the Commanding Officer maintained direct operational oversight while multiple tactical elements sustained coordinated presence across critical points within the Cotonou metropolis.

Nigeria’s Regional Stabilisation Doctrine

The mission reflects Nigeria’s continuing effort to position itself as a frontline stabilising force within the West African regional security framework amid evolving political and security pressures across parts of the sub-region.

Operational assessments surrounding the deployment highlighted the Nigerian Army’s rapid deployment capability, operational professionalism and readiness to support peace support initiatives tied to democratic governance and regional stability.

The operation also reinforces Nigeria’s strategic commitment to ECOWAS objectives focused on collective security cooperation, democratic continuity and conflict prevention across West Africa.

Army leadership maintained that sustained collaboration with regional partners remains essential to preserving peaceful political transitions and strengthening regional security architecture.

COAS Commends Troops’ Professional Conduct

The Chief of Army Staff, Lieutenant General Waidi Shaibu, commended troops involved in the mission for what the Army described as discipline, resilience and exemplary operational conduct throughout the deployment.

Within the Army’s institutional assessment, the operation further demonstrated the service’s capacity to balance constitutional responsibilities at home while contributing meaningfully to regional peace support and multinational security operations.

The inauguration ceremony was attended by several regional dignitaries including President Bola Ahmed Tinubu represented by Vice President Kashim Shettima.
