The Centre for Humanitarian Dialogue is moving to strengthen its partnership with Operation HADIN KAI through capacity building, humanitarian processes and conflict-resolution initiatives, adding a deeper civilian-focused dimension to ongoing efforts to restore stability and livelihoods across Nigeria’s North-East.

The proposed cooperation is expected to focus on strengthening the capacity of military personnel, improving humanitarian processes and developing practical conflict-resolution mechanisms for communities affected by terrorism and prolonged insecurity.
According to a statement signed by Captain Mohammed Goni, Acting Military Information Officer, Headquarters Joint Task Force (North East), Operation HADIN KAI, the commitment emerged during a courtesy visit by a delegation from the Centre for Humanitarian Dialogue to Headquarters Theatre Command OPHK in Maiduguri on Tuesday, 11 August 2026.
The Centre’s Project Manager, Abuja, Mr Chrisantus Lapang, who led the delegation, said the organisation was willing to partner with OPHK in building the capacity of military personnel required to support the restoration of peace across the region. He explained that the visit was intended to identify areas of mutual interest, assess capacity needs and explore practical areas of cooperation in strengthening conflict-resolution mechanisms.
Receiving the delegation, the Theatre Commander, Operation HADIN KAI, Major General Abdulsalam Abubakar, described the engagement as significant, saying capacity building from the Centre could further support the restoration of peace and the return of socio-economic activities to affected communities.
Major General Abubakar reaffirmed the Theatre Command’s readiness to work with the Centre, particularly in training and capacity building, through the identification of specific skills required by personnel to improve their effectiveness.
The Theatre Commander also framed the proposed cooperation within the broader non-kinetic component of OPHK’s counter-insurgency and counter-terrorism campaign. He highlighted civil-military cooperation and sustained engagement with religious and traditional leaders as important tools for strengthening community trust, improving public confidence and countering narratives that encourage support for terrorist activities.
According to Major General Abubakar, OPHK’s non-kinetic operations have contributed to the stabilisation of affected communities, including support for the resettlement of thousands of internally displaced persons to their ancestral communities and the return of vulnerable populations to farms and other sources of livelihood.
He further explained that community engagement and sensitisation have complemented kinetic operations, contributing to the disruption of terrorist logistics and the recovery of arms, ammunition and other combat-enabling materials. He added that the efforts have also helped encourage terrorists and their associates to abandon violence and surrender.
Major General Abubakar stressed that Operation HADIN KAI continues to conduct its activities in accordance with its Rules of Engagement and applicable International Humanitarian Law, with particular emphasis on Civilian Harm Mitigation.
The engagement therefore places humanitarian dialogue, community engagement and institutional capacity building alongside military operations as part of the wider effort to create conditions for sustainable peace and recovery in the North-East.
Major General Abubakar reaffirmed OPHK’s commitment to sustained collaboration with the Centre for Humanitarian Dialogue in advancing humanitarian interventions, peace mediation and conflict-resolution initiatives aimed at restoring lasting peace and stability across the region.
The delegation included the Centre’s Senior Coordinator, Professor Abubakar Monguno. Also present were the Deputy Theatre Commander, Operation HADIN KAI, Air Vice Marshal Olusola Akinboyewa, Component Commanders and other senior officers of the Theatre Command.
The engagement featured an interactive session, signing of the visitors’ register, presentation of souvenirs and a group photograph.
